How we decide if a WC quote is fair
- Your state’s bureau (NCCI or an independent bureau like WCIRB / NYCIRB / PCRB) files an advisory loss cost per $100 of payroll for every class code — a public filing with a SERFF tracking number.
- Each carrier applies its own Loss Cost Multiplier (LCM) (expenses + profit), typically 1.20–1.50 in the voluntary market. Loss cost × payroll × LCM is the filed-rate estimate — the actuarial floor a real quote starts from.
- Your experience modifier then moves it up or down based on your own loss history. We widen the estimate for a typical mod range to get the fair range; a quote inside it is consistent with what your state’s filed rates support.
This is a filed-rate-based check, not a quote. Your actual premium depends on the carrier, your experience mod, schedule credits/debits, and state surcharges.
